The Hogfather (Death in the Discworld series) is a fictional character in Terry Pratchett’s Discworld books. He is the guide and the voice of wisdom and reason for Death, and he also has a lengthy deadpan list of quotations and sayings. In this quote, Death is telling the newly resurrected Death who has just been killed that he should not be taking his new weapon, a sword, out into the world. It is not safe to use such weapons, and they are meant to be used only in very specific situations that will never happen again.
